4. General Discretion
The Commission has a general discretion to grant assistance to otherwise ineligible applicants in exceptional circumstances having regard to any other matter affecting the ability of a person to meet the cost of obtaining the legal services from a private legal practitioner without undue hardship.
  The Commission will determine the person(s) or classes of person(s) in whim the discretion is vested.
